A special power of attorney is issued for a specific legal act (e.g. property sale), while a general power of attorney covers a wider range of acts.
A power of attorney is needed when you cannot appear in person to sign a contract, collect a document, or be represented before ANAF, DRPCIV, a notary or any other institution. It must be notarially authenticated for acts with major legal effects (sale, gift, court representation).
